I dont think putting saree on Sugni's head meant anything bad as we have seen in many movies where a hero will put a saree or dupatta on the heroine's head indicating marriage to her. And moreover Sardhakai happens in front of many people whereas here Vikram and Sugni are all alone so how can we say its sardhakai.
