I am from Bihar and Alta is important part of our culture...its applied by married women as well as men but unmarried girls can also apply it...when I was a kid i used to apply it whenever my mom applied it... Its also called mahavar.
Its considered very auspicious hence its applied during special occasions like pujas,festivals,marriage etc.
During weddings alta is compulsary along with mehendi...its applied to the bridegroom's feet as well.
I have never seen anyone applying it on hand maybe coz its difficult to work with alta smeared hand as the color stains cloths and food items very quickly.
Its easily available in any women's shringaar stores in north indian...whenever I go back to my hometown I get 2-3 bottles of it.
I have a frn who is classical dancer she uses it to color her hands and feet as part of dance makeup...
In many north indian homes when a new bride is welcomed she has to step in a vessel full of aalta and then proceed in the house tht way her footprints get marked.Its a way of welcoming lakshmi in the house.
