Ofcourse! There's no doubt that Ichcha's love is greater than Mai's love. But not as a mother. See as a mother both Ichcha and Mai love their sons a lot.

Thats why Mai would do anything for Veer or Vansh, but she can't see right or wrong and generally doesnt care how her love affects everybody around her.

Whereas Ichcha knows right and wrong. She loves her son equally and that makes her want him to turn good. She wants him to be good, to be right. Not like Mai - who does the most stupidest things in blind love.
Rather she does things that SHE thinks is right for Veer.
