Before the banners are made shouldn't there be a decision on who should definitely be in the banner?

how can some of u didn't notice banner? 😆

bcz when i open Bollywood forum first thing which gets upload is The Banner ...so even if I dont want i have to see the banner and those faces , even its for few seconds 😆
