Factors:
a. Dushyant fully understands that Gulaal still hates him and has not forgiven him, so they can't be together.b. Dushyant fears that Kesar is trying to solve the mystery of Vasant death. (Although Kesar has almost solved it). Kesar has a hidden hatred for him which he wants to finish.
c. Dushyant wants to play Kesar's elder brother. He even brought him back couple of days ago when he was planning to leave the village.
d. Dushyant wants Kesar to settle down in his life, be responsible which will make the family happy.
e. Sudha is also building a case against Gulaal and Kesar. Gulaal for making false promises and Kesar for first agreeing and then backing out at the last moment.
f. PaanBa has shown her unhappiness about Gulaal calling the Panchayaat.
g. JamnaKaaki has also spilled her heart-felt grievance when she refused to marry Dushyant and chose Kesar.
h. MotaBha has a different perspective and blames Kesar. Kesar tosses a coin and probably its 'he wants to be with Gulaal'
i. Talli now knows about the other woman in Kesar's life and is hesitant in marrying Kesar.

if Dushyant calls this deeyar-vatoo off:
1. Gulaal then will be forced to leave the home as she has no role, PaanBa and Jamna Kaaki and now Sudha (little Talli too) are against her. Her own mother is also against her. I guess Gulaal will move to some other village, open an office for providing water search and drilling services.
2. Kesar will be sure that Dushyant played dirty and favored Gulaal because of his suspected sambandh which may also be the reason for Gulaal to break off the deeyar vatoo. He will then bring Vasant's cause of death in the open.
3. Kesar will join Raman and work against the MotaBha family
4. The family is going to go through a break up
5. Even Gulaal parents may become against MotaBha family. There is a possibility that Gulaal's brother may send Kesar's sister home (which she is already there for the marriage ceremony without her husband and son)
If Dushyant does not call the deeyar-vatoo off
1. This may wear off the suspicion planted in Kesar's mind by Raman about Dushyant.
2. PaanBa, Jamna Kaai will continue to be against Gulaal. Sudha will also join them
3. Gulaal has shown her consent that wants to break the deeyar-vatoo, but she will be forced to stay in this relationship. It will start a fresh track between Kesar-Gulaal till the time they re-establish their relationship
Outcome:
There could be a never-ending list of the impact of the decision made by the Panchayat
Talli may play an important role in Gulaal and Kesar reunion and may even take stand for Kesar and tell Gulaal about the letters. Knowing the weirdness of the CVs mindset, Panchayaat may ask Kesar to marry Talli also.
All said and done the decision will be in Kesar's favor.
