how can you quote someone's post

I used to be able to do it before, but now when I click on "Quote" the form just comes up empty 😕

can someone tell why this is happening and how i can actually have the quote show up in my posts?

Not sure what's the problem as I was able to quote.

(theres no gap btwn / and quote at the end i did that so u can see the code)
