I think those extra kids do not enjoy concessions and welfare. I rural areas there may not be that much difference.In some parts of China they used to treat such persons who overstep the law quite harshly and even arrest them. they could have toned down now.
well the problem is the law in china is not asserted equally among the provinces. the further it is away from the capital, the difference it is from applying their laws according to the regional government. however, it is true that those extra kids do not enjoy concessions and welfare. not only that, sometimes governments also took the possessions of those couples who have children more than one.
