well the problem is the law in china is not asserted equally among the provinces. the further it is away from the capital, the difference it is from applying their laws according to the regional government. however, it is true that those extra kids do not enjoy concessions and welfare. not only that, sometimes governments also took the possessions of those couples who have children more than one.

you seem to be really interested in china and chinese summerji.

Well historically the Chinese had their concubines and the Middle-eastern Kings had their harems.
Some Inidian Kings too had more than one wife.
China's one child policy is unique. Personally I do not like it and it is most cruel in some ways. It is bound to have several social and other problems. But these days most affluent nations have declining birth rates too especially when the costs are high. In Singapore the Govt offer incentives for having extra children; still the konjush Govt is not doing enough as the related costs are very high here.
We always compare things with China as it offers one extreme example. You are right that the law is interpreted differently in certain provinces and tends to be much lax further away from Beijing.

Well Bazzy thinks that Polygamy may work well im muslim nations compared to the western world; I guess the state funds the husbands in some middleeastern countries based on head count.😆
I beleve that having too many wives can be quite an unnecessary burden. A friend of mind shuttles back and forth between different houses where his wives are stationed. Not forgetting his girl friend whom he needs to spend time with too.
