1. The night when Sudha choked on some spicy vegetables, and went to bed w/o eating. Jyoti got her some milk, but when Sudha was woken up, it was Devika who arose, and she told Jyoti pointedly that 'In case you didn't notice, I was sleeping, and I'd prefer not to be disturbed. Also, shut the door behind you'. Jyoti was shocked, and left the room. Some minutes later, she heard a noise. When she returned, she saw the glass of milk on the floor, milk all spilt.
2. The night Jyoti went into Sudha's room and saw her dancing. This brought memories of Sushma, and so she gave Devika a good shakedown, and Devika became Sudha again and started crying. Jyoti told her never to dance again, since it reminded her of how Sushma went astray.
3. The night when Kalpana told Sudha about Jyoti's attempted suicide, and Sudha ran to Jyoti and demanded to know why. She then turned into Devika right there, and ran out of the room. Jyoti was totally numb, and may or may not have noticed it.

To answer your original question, if you are speaking strictly about 'looks' than i would be able to say they look the same or at the very least sisters because her features are so striking that even when you remove the flashy clothes and make-up she is identifiable, because she does not over do the make-up or wear lenses to produce a completely different look.

However, their mannerisms, body language, dialect et al is in stark contrast with each other than you cannot say they are the same person. Which is precisely the reason that her condition is still undiscovered, despite some of Sudha's family members and now Jyoti's family members seeing both versions.
