In the fourth book harry with ron and hermione is unable to find a spell that helps him survive under water for an hour . then we find cedric and fleur doing a bubble head charm

It's possible that they didn't find it in any of the books... Cedric and Fleur were in seventh year so they might have learnt it in Charms whereas Hermione, Ron and Harry were only in fourth year... so they mightn't have learnt it yet...

agree...they looked for it but probably not enough...and they were younger
