That's exactlly how the husband wife duo operates....when a film is in production, the budget is quoted at sky high figures to flaunt their clout with producers....Then, as the release nears, the budget magically starts shrinking....Usually they have a well oiled machinery in place to take care of it but this time the producer himself went on record with that 4000 crore number, hence these futile attempts to give it an achievable target....
