what I have seen is that in many instances the cut off can be zero (meaning they had to meeelt appear) and in most instances they are far below the cut off.

I had seen one a few years back. Will try to find it if possible. It was for the medical field I think.

Also, one thing is certain. Reservations are not about economic backwardness; it's about fighting the casteist mindset where Upper Caste people do not want to be around people from the lower strata or mingle with them at the same level. Therefore, simply economic reforms (like you have suggested) are not enough to fight this menace.

The reason they go through reservation is that, otherwise they may not be accorded the same chances as the general category students due to their surname.

I am not saying why they go through it. I am saying even if they would have applied while adding reservations and they would be have scored at par with the general cutoffs, they would have got in as general candidate not under reserved category.

Aside except for interviews, no one knows the surname of candidates to tamper the score.
