Last I know kashmir is a part of India and its not unstable at least not after 2014. Neighbours can be dealt with strict policies. Let me add two more neighbour Bhutan and China.

All of these are unstable. Some more than other. If you are talking about the terror activities then it has been curbed a lot since 2014. It doesn't mean that Kashmir is unstable. More than kashmir West Bengal seems to be unstable now.
