WTF!!! Why would IMF sanction their loan now? Don't they know war is going on right now? In the midst of all these what was the necessity to release their funds?

Sometimes I feel these western countries love to watch two countries fighting with each other n they purposely indirectly support the one who's in the verge of losing so that war doesn't end soon.
