Yes that's true. But once Zain is out thanks to Sadia, I don't think Mehru will have any reason to continue living in that house (because she was staying for her mother's sake) and by that time even Saman Shah might be done with her... this'll make Shanno desperate to keep her...add into the mix a fiance who still loves her and thinks she's unhappy in her marriage...all this will further make Shanno insecure.

Or maybe Rafay is just dressed for Zain's marriage to Muskan
