Well, technically speaking you can't do "Pran Pratishtha" of a diety in an incomplete structure. It's considered bad luck. Even when you bring an idol home you need to have a proper space, ideally a home temple, to set it in, before you get the Pran Pratishtha done which loosely translates to "Breating life into". Modi was in a rush, not sure if Lord Ram is interested in petty politics, but it sure pissed off a considerable amount of traditional Hindus.( Ones without any political affiliation).
