Actually I am curious why do you even THINK that it's allowed in a specific community ? I belong to Hindu community (although I am areligious and athiest, but my family history aint so). And around me I see under-privileged communities marrying off their girl children left right and centre when they turn 12/13/14. Doesn't matter which religion or community they belong to. Apne personal laws ke baare mein padha hai? By "allowing" I meant allowed by the state, as in the law.

For a certain section, the personal law considers "Puberty as capacity" by law.

If you decide to go and file a case against any of these marriages which you watched in the documentaries, the law will be on your side and declare the marriage illegal or void (except for special circumstances).

But for some sections of the society, even a 14 year old marrying a 30 year old will be considered legal coz she might have already hit puberty. I think it's also the case with the laws in cases of some tribal communities but I don't have the exact details in that case.

Like I said, it's the two tier laws which are the problem, not the people or the community.
