Hrithik is too private. He does less films and looks more like Hollywood star and hardly speaks much Hindi. Salman is overexposed and is in all ads, shows, films and mostly speaks Hindi. Salman does films and behaves in ways that appeal to lowest common denominator. Hrithik is too elitist and hardly does massy films. Hrithik was doing best when he did KNPH, D2, Krissh series or Agneepath. These ZNMD or Kaabil type films do not speak to masses.

Hrithik is also seen as papa's kid and too good with his mostly non controversial life. He also comes across as loser whose wife left him and who was defamed by Kangana also but could not do much to defend himself. He is not liked by male chauvinist crowd that idolises Salman's toxic masculinity and his ability to use and throw best of women and survive in showbiz despite criminal cases.

Popularity of Salman Khan is reflective of society, which is basically patriarchal and chauvinist, with men getting away with anything.

Allah is indeed meherbaan on him. Look at Sanjay who rotted in jail and lost first wife, peak years of career, lost mom, left second wife, sent his first kid to live with parents in USA.

And look at Salman who hardly rotted in jail like him, still has parents and step mom and brothers.
