First produce as many legends as Punjabi artistes did then talk.

Punjabis, Sindhis, Marathis, Bongs made Bollywood for what it was. Deal with it.

Simple, BW lacks creativity and originality. They are like headless chicken remaking anything and everything that is successful because they have nothing on their own. They hardly have any original songs even, let's not even bother with stories/screenplays.

This is also what happens when you limit talent - you lose perception and ability to grow. Additionally, a good chunk of the breed of actors lack charisma. There isn't much to root for even. Up until the Khans, people felt very emotionally invested in them as people or their stories of how they made it despite life's challenges.
