Miss Marvel comics did not launch until February 2014. The character was created because one of Marvel's prominent editors Sana Amanat, is a Pakistani American and wanted to share a Muslim perspective. Originally, G Willow Wilson and Sana Amanat considered featuring a Somali American but settled on Pakistani American because of Sana's roots and perspectives. The comic series wasn't created to appeal to any specific audience. But two creatives wanting to share their Muslim perspectives through comics. They had the ability to create characters that they related to and they did it.
I don't think absolute realism is something comic books strive for. Most comic book nerds in the USA are white men. Women and women of color make a smaller sliver. Desi women are an even smaller subset of that. So when the character was created they chose an alliterative name, with a story, relatively easy for white readers - not something that would make 100% sense to desis.
Marvel has been introducing many newer characters (debuting post 2000) in the MCU - Miles Morales, Kate Bishop, America Chavez, Kamala Khan. I think they are actively trying to appeal to the younger audiences. I think they intended for Ms. Marvel to appeal to South Asian and desi Americans just as Shang Chi was for Asians. It is impossible to appeal to every nation and cultural subset individually.
