Reservation also applies when basic qualification is in place..so if one is educated enough and got the job on merit they will be at a certain position. Won't it make sense to hold a pen and books to compete with them in that case?

Restructuring and reorienting public services, education system and other similar areas.
Reservations in public services and similar spheres of influence could have been short and medium term solutions whereas mandating at least 50 percent enrollment of supposedly "supressed" majority could have been a longer term solution.
And it was not even difficult as article 370 was still in place. It was not like people from other States could sit for exams or avail of reservation and other privileges. Since the overhaul would have been to Kashmiris, for Kashmiris and by Kashmiris, it was absolutely doable. But for that to happen, there had to be genuine intention. All that existed was a purpose and it got succeeded..
Hence the argument that ethnic cleansing happened due to non-representation of "majority" in the mainstream is an absolute hogwash.
