You know that's the thing, in the last book Katniss makes it clear that she would have chosen Peeta over and over again. Not only because of the shared trauma, but because of his gentle heart, inherent goodness and empathy which Gale didn't possess. He gave her hope that the world could be a better place tomorrow which Gale couldn't and neither did Katniss have much before due to the condition their District was in. But Peeta despite it all, hadn't hardened and was a kind soul. Most of the characters were staging a revolutionary, they wanted war but Peeta was the one who made Katniss understand that what good was the world after the war if nobody was left to live in it ?
