No idea, that budget thing was also a joke.
when there are too many characters on a show, all actors don’t get equal screen space, which is why they leave. They are not acting a lot and it’s not emotionally fulfilling. Those who left might have got better parts to play elsewhere.

Also, actors are paid for the day that they shoot, so if an actor is bound to one show and they shoot seldom, it affects them financially too.
