This looks more like a disaster on the budgetary allocation side. Maybe one of those cases KJo keeps referring to where actors are delusional for quoting nonsensical numbers for compensation.
According to the budget article the cricketers were each paid between 3-7 cr (so probably 45-55cr) and 60cr interest because of the covid release delays. 155-165cr though is still a sizable production amount.

The producers feel there is no way they can recover their production costs.
"This is an expensive film where the costs went into financial arrangements behind the scenes, like hiring the Lord's cricket ground in London to shoot the final match etc," says the producer.
"Unlike Baahubali or Devdas, the budget doesn't show on screen in '83."
