I think they took into account actresses with most hgoty and who were amongst the most talked about, preity zinta gave 2 highest grossing film as the main female lead KMG and Veer Zaara, Ash had Devdas and Dhoom 2, dhoom 2 did the most collection out of preity film, Rani gave hits but has given highest grossing movie, Veer Zara she was more of supporting role than the main lead. It doesn't take away the truth that rani is miles ahead in acting than Ash or preity.
