yes it is a cartoon. Used to be comic strip as a book. The creator of strip was Pran. He used to write with this name but his real name is different. I think it was sold as Diamond Comics book.

Chcha Chaudhary was hero and there was saying that his brain works fater than computer. he was short height.

then he had help, whose name was saabu and he was macho man and was very very tall.

yep. but his timing was great. Basically he did justice to his role. tashan of malhaar and atharv was very intense and good. his fooling sampada can not beaten by anyone

yes he passed away I read too. He was Hariyaanvi I guess. His another smarty creation was Billu. That was in english too.

Also the writer of the show Meet seems hariyaanvi too. Raghuvir Shekhawat, He is very progressive writer, Balika Vadhu 1, KRPKAB 1. both was his. I came here after seeing him in credentials.
