Chikoo's friends barbad

I hope this forum is a little bit active...

Do any of you guy know why authorities just abandoned Chikoo's friends? They perfectly knew that those kids did not want to go back. and They also knew the kids would be forced to steal again if left alone to fend for themselves. What kind of careless attitude is that? and isn't it even criminal offense to abandon the kids they literally saved days before.

I really did not understand why it was like that though.

And after they have rescued them, shouldn't police take an action against the person who was making the kids to stealing? They could ask the kids the address and arrest the woman. What was the whole point of rescue then?
