It's not just starkids; it's generally kids brought up in upper class, a certain strata of society, who will have access to these kinds of parties and drugs. This includes kids of rich businessmen, politicians, bud for some reason starkids are a convenient soft target; they get attention and are the convenient distraction from real issues.
