He didn't shoot her for the following two reasons:

1. If she is Riddhima, then she's pregnant. He may continue to punish her, but there's no way he will do anything to harm the baby.
2. If she isn't Riddhima, she's the best lead he has in finding his real Riddhu. He wouldn't risk losing that lead because of his anger.

If anything, he might be faking her death and hiding her somewhere like he did with Ragini so that he can get to the truth. Now that he has gotten the rifle and diamonds as well, Daadi will get off his back about running the empire and he can find out just what the hell is going on with Riddhu araam se.
