They have this pattern with Veer that they directly show his action. I know it's wrong because audiences need justifications. But personally I like it that way because it allow my to analyze the character, which I like.
Here, I think the build up started since he went with her to the lawyer. That time Rish predicted this and after seeing his desperation in that scene I agreed with her. Also, it is the only thing Rani talks about, and he always gets emotional when she does. Even at the birthday party he was so affected when she said that my only wish is my father to be released.
His talk with Ranisa. His face was robitic. He had no emotions. He is just following Ranisa's orders because that is what he always does. But when it comes to Rani, his emotions overflow.
The final straw was Rani's condition, and he held himself responsible for it. He was so shaken in the hospital, his voice and his body..
That last look he gave in the operation room. His determination. He knew what he need to do for Rani. At that moment, Rani only needed her father, so he gave him to her. He can think of solutions later. But he has to do this now for Rani
