Vai & Anjali are involved in his fake death drama. Maybe Anjali bribed the police officials and used fake bullets to make his death look believable. It's their plan to put Vir behind the bars and make PurVirs life miserable.

I don't think vai got shot by vir, but it was from one of the bribed officials
