OMG it's Om by a landslide! Arthshastra is one of the best performances in indian cinema. He was also internationally renowned because of that role!

Paresh is good in comedy but his range is limited

Paresh Rawal undoubtedly. He is an all rounder who has excelled in positive, negative, supporting and comic roles.

A more fair and competitive comparison would be Anupam Kher vs Paresh Rawal. It would be interesting too.
