Arshi has quite an aura that makes most mindsets kinda uncomfortable. She's bold, she's sultry, she's witty and she also has a mind that understands the game.
Rakhi, although, popular is just content material, if you observe. She just makes up characters and plays them and I don't think anyone's ever seen the real Rakhi. Sometimes, it's an obsessed and jilted lover. Sometimes, an entertainer who jokes and mimics around. Sometimes, an ugly fighter cock. None of these are her actual personality traits, imo. She does them to get eyeballs and work.
Also, Rakhi would back down and wouldn't be able to fight back after a point if men like Eijaaz or Aly took on her. Arshi, on the other hand, would hold hold her ground and then walk away with IDGAF attitude. 😆
All in all, Arshi is the kind of package that's intimidating to mindsets and thus doesn't get as many fans or supporters. Rakhi is the kind of package that's acceptable to a degree of mindless entertainment. Aur humare yahan mindless entertainment bahut chalta hain, BB hi dekh lo. 😆
PS I'm talking about these two women based on their collective stints on BB so far. I don't know and I don't care about what they may or may not have done in their professional and personal lives so far.

actually arshi is someone who actually challenges the idealogy of conventional women who are sufferers arshi a girl who is strong enough to take stand for herself and counter back the people who judge her and show capable enough to show them their place like she did with Priyank
while rakhi is victim of society who suffered alot and keeps suffering
so from arshi people get intimidated like u said while for rakhi people feel pity and sympathetic for whaterver she went through how she reached where she is and her struggles and she very well play that sympathy card
remember many of us including me when got to know about her past and her mother we were so sympathetic towards her and don't know about other but I really wanted her to win
while in case of arshi she comes from a loving family lead a good life and became what she is by her choice and still have family support and love unlike raakhi so people don't sympathise with her
and agree or not sympathy actually plays vital role in drawing audience and connect with contestants
if u analyse most of the strong contenders were got connected with audience out of sympathy only
for example
1. Rahul weakest contestant in initial weeks now one among winners how did recieved huge support? after jas fiasco when falsely accused when called criminal and crass by elites and when nikki hid mask he was victim in these scenarios and audience got connected with him and adored him for the reaction he gave pre and post these situations was there any game for him?
2. Eijaz whose game from the start is based on sympathy a guy fighting with his psychological issues called out by kavita had bad childhood and past relationship bullied and mocked by HMS people felt sympathetic towards him and started supporting him against those who targets him
other than that what he actually did ? fake fights for footage , over analysis and over the top aggression but winning material hai coz suffered alot so sympathy hai
3. Rubina who is targetted every Wkw by host good or bad whatever she does or people whom she is with be it friend or husband does she is bashed
a target for HMS like Eijaz and Rahul her husband don't support her and listens her and let's her down and a wife fighting for integrity of her husband that he isn't saman a wife whose husband past is questioned and mockery of her relation was made on ntv
and a wife who is going through a bad phase in her marriage

these are the examples of this season only rest vikas asim Rashmi shilpa gautam sid shehnaz all used sympathy at a certain point to gain support
