I don't think it has surpassed BB3, BB9 or BB12 in terms of being worst, yet. But yeah bottom-4 for sure.
One of the biggest problem with this season is, if someone wanna talk, fight or do anything at all they're labelled as doing it for 'footage' hence they step back! The celebs this season came in with lotta preparations, hence a lot of organic flow is lost.

Yaar the footage card has always been played. I remember this from Season 4.

But I honestly also feel that the CT was unsuccessful in getting a good lot onboard.

Season 10 and 11 had a good mixed lot, but the division between celebs and non-celebs screwed it up.

The creatives honestly did a decent casting, TV A-listers like Rubina, Jasmine.. nostalgic favorites like Eijaz, Rahul, Kavita.. also other popular celebs with big fanbase like Nishant, Sara mixed with a drama queen like Nikki.

But what screwed this season is not the casting, but other things -

1) seniors concept

2) back to back forced evictions just to save Jaan so that they can bring Kumar Sanu who probably refused to enter BB & all their hardwork to save Jaan ruined the course of the season.

3) promotion of fake showmance like Pavitra-Eijaz & Aly-Jas.

4) pimping of useless Eijaz/Jasmine every week.

No healthy discussion or fight. They start yelling and go personal instead of sticking to the mudda. So we keep thinking was that a fight personal or there was actually a mudda. 🤔
