I don't know I might be wrong but my instinct tells me that he's gonna return either as a Business Rival/wealthy man or gonna get promoted to a much higher post within the CBI making him a much more politically connected and influential person who could destroy Vansh if he wants to perhaps in the near future if not now.

We don't know much about Kabir but one thing I am pretty sure that he's a crooked agent who desires wealth & power as much as his nemesis Vansh. Kabir has malafide intents no doubt but he wants that one single opportunity which could take him straight into the elite society.
