I think it was a matter of protocol.
This is per my understanding. Correct me if I am wrong:
It was an informal complaint; SSR's brother in law, who is an IPS officer in the state of Haryana, tried to use his influence to get help of the Mumbai police. It didn't work, as no formal written complaint was lodged.
But when the Mumbai police did nothing, what did the family do for four months till the death? Not much.
Rhea being the evil witch from the family's POV is understandable because Sushant's life changed drastically over the last few months with his mental health, and his communication with family would have broken down, because he kept news of his mental health issues from them. So from family's POV, Sushant suddenly changed around the same time Rhea entered his life, therefore, she is the evil witch who did kaala jaadu. So their fears and the complaint makes sense.
What doesn't make sense is why didn't they do anything about it if they felt SSR's life was in danger. They perhaps thought this phase will pass.
Not to mention, they didn't say anything against Rhea for 40+ days after the incident. Upon investigation after the death, they did not name anyone for the death. Which to me looks like, they never anticipated this. And taking Rhea's name after a month and a half is more like an afterthought, and likely someone filled their mind with these theories, making them file a complaint against her.
