If you ask me about real Arjun, it probably was a plan to win alliance. They were poor, didn't have much money, Dhritrashtra just gave them land, but didn't share the royal treasury.

The dowry Draupadi brought and gifts by Krishnaji were used in building Indraprasth, now they needed money

So he first goes to Nagas who are always described as rich lot, get some support n money, then to Manipur which as the name suggests was a land of precious jewels and then to Dwarika. He got huge money from all three places. This definitely was his intention not a random occurrence, especially if you consider 13 months exile

In the epic it's written as 12 years in the time of actual action and 13 months at the time of starting summary.

Now to be practical, their kingdom was surrounded by thiefs, robbers and infiltrators. I highly doubt they would have allowed Arjun to be out for 12 years. Although it might be but doesn't seem practical, hence the exile could be for 13 months.
