Panchali wasn't merely Yudhishtira's wife or even empress of Aryavarta. She was the princess of Panchal.
There is a section in Karna Parva when Karna lists the royal lines with a claim on the imperial throne. He says Kurus and Panchalas were supreme.
Leaving aside all divinity and shipping, the Yudhishtira-Panchali marriage was primarily a political alliance between these 2 clans so they could take on the might of Jarasandha.
Ergo, during dice hall, it was a necessity for Kauravas to remove Panchali as well as Yudhishtira. They simply could not take a chance she'd claim she was a free agent which, in fact, she tried to do.
That being said, Suyodhana and Dusshasana's criminal idiocy in perpetrating a physical assault and inviting her to sit on the prince's lap was pure malice. So was Karna's instigation of the sexual assault.
Fast forward to the 2nd dice game: the exile contract included both Yudhishtira and Panchali.

Even the brothers weren't included here. Just the emperor and the empress.
Now, note what happens next. Dusshasana suggests she marry one of the Kaurava princes. We assume it as mockery, and it probably was. But what would've happened if she accepted the offer? Pandavas would've been left without support. Her connections were crucial to them.
The point of all that was to say the staking of Panchali was a political ploy. (I can't believe I'm saying this) It was no worse or better than the murder of the Nishada family in lac house.
The part of the dice hall episode which was shameful was Yudhishtira's staking of her and Bheeshma's two-faced attitude. These were both grown men; Shakuni didn't force them to do anything. The part which came out of malice was the physical/sexual assault on Panchali. Shakuni had absolutely nothing to do with that.
Blaming Shakuni for Kaurava misdeeds makes about as much sense as blaming Vidura for Pandava doings.
But Shakuni did suggest Yudhishtir to stake Draupadi right?
