Maya running away from the city might have been her plan but Maya running away from Rudra on the bridge from Rudra when he was claiming her as his life was the Truth. Rudra has fallen for her plan and came to her and also Rudra has fallen for the fact of Maya running away from his love when they were having real moments together on the bridge and so he followed her further.
There are both revenge and love and its so clear that for a moment love won over revenge and Maya too was needed to confess her love for him.
Rudra has always had that nature of feeling very deeply for people he has connected for. He was so very deeply attached to his father that just one incident has made him hate his father for 10yrs. He was so deeply felt for his brother that he felt himself as responsible for his death. He is not feeling obsessed for a woman for lust just after few days of his brother's death to see it as wrong, he is acting obsessed emotionally for a woman who herself has similarities pain inside her and has been running behind her when he felt he will loose her , this all happening just after few days of his brother's death is looks like so possible. Like he after Rishi's death felt the guilt of not being able to protect his loved one he couldn't take the chance of it one more time, for Maya . He after Rishi's death felt how hard it is to loose your loved ones so he couldn't take chance of loosing Maya.
When one has very passionate feeling for something, it's so hard to die. Life will find its way. Rudra may not be knowing swimming but the new found passion in him wants him to live and love. So he survived.
