It is the adults who abuse children , so I don’t understand what kind of parenting is needed for adults 😔 .. But their family situation could be a factor too .

If any person has been identified as a r*pist or paedophile , then their whereabouts are continuously tracked ( even after they are acquitted ) , the schools are warned about their movement , they have restrictions like they cannot be seen anywhere near 100 feet of the children, they cannot live in residential areas .. But all these are after measures only ..
