The whole town is not travelling. If its just two people travelling together its not a herculean task to figure out.

oh god I would never want to fly from an Indian airport if they think one ID amongst a couple or family is okay. How do you know they are who they say? It would be such a huge security risk. Imagine how much danger they put people in if they actually engage in such behavior.
