I think you can vote or something, if you really want to ( not sure if just Indians can vote for the Public categories or not..like with some US awards)..seems it isn't closed yet.

AFAIK Filmfare is in February , like the Oscars.

Well they closed voting. So cannot be very long. Maybe mid feb at the very latest.

I dont know whats happening this year, award shows have seemed to have died lol...No hype, no announcements lol

Here is when filmfare has been held:

2018 - Jan 20th

2017 - Jan 14th

2016 - Jan 15th

2015- Jan 31st

2014 - Jan 24

And here we are in February and dont even have an event date lol...There must be a problem or somethign else going on
