If provocated to do it, yes.
Provocation is often a mitigating factor in sentencing. It may lead to a lesser punishment coz the other person provocated you to lose your self control. You'll still be punished but the severity will be less.
Thats what happened in Megha and Deepak's case.

I think chal chalan means character. BUT context bhi koi cheez hoti hai. Koi aisi baat ho hi nahi rahi thi tab where her character could have been questioned. So, the way Deepak said ye inka chal chalan hai, can only mean her personality or behaviour. When she keeps harping about how what matters is the intention behind a word, then she had no right to behave like that with Deepak.
