The BM is targeting the Hooda's specifically and not just AdiYa. Maybe Harsh's Ex who got jilted in love and she's seeking revenge against Mr.Hooda.

It's the woman who Papa Hooda had an affair with. Sakshi is not smart enough and I don't see a valid reason for her to be doing all this. But I want to know how is this lady spying on Zoya more importantly how did she find out about AdiYa getting married.

If she is Sakshi then she did it just to push Adiya to investigate and know the truth about the Hoodas

I would lay my bets on it being HH's ex girl friend. She is the black mailer for certain and the king pin. She probably uses Rajveer to carry out the accidents etc and may also be using Sakshi for handling the actions inside Hooda house as she will be familiar with every nook and corner of the mansion and know all the staff very well.
Sakshi was probably saved by her and in her captivity now to be used against the Hoodas and specially Anjana.
