Was Sanju the weakest movie of Raju Hirani?

First off I am not saying movie was bad or I didn't liked it. I liked the movie and it was a good movie, but I also found it to be his weakest movie in terms of theme, screenplay and tone. The backbone of the movie according to me was how the relationship between the Sunil-Sanjay, Sanju-Nargis and Sanju-Kamli was portrayed. It gave the strength to a somewhat uneven story and screenplay. The acting in the movie was good to outstanding barring Anu. [BR
So basically IMO Sanju is the weakest product of Hirani, not because it is a bad movie but compared to genuinely well written products like 3I, MBBS and LRMB, it flatters while it does not have the genuine laugh riot that was PK. [BR
What does IF think?? Please only those who have seen the movie vote, not for those who were saying it would flop even before it was launched.
