Well in my understanding he is collecting something to prove that Aditya and Zoya are in a relationship & fabricated Pooja and Yash's murder. Only he has answers. One needs to wait have patience and get answers from the person doing all this. He is also reporting to someone I guess from the depatment and his job is to follow watch collect and then when time comes open up. Willhe take Mahi in his team yes and maybe no.

So just wait and things will clear.
Aditya & Soya may never have anything to do with Pooja and Yash's murder which is what is proven .. and maybe he will seal that fact. Drama is needed tp prove a storyline.
