But I do have a suggestion to make. No, I am not again going into the blabbering mode. But here's what I have for you to consider.

I am sure, you have a vague idea about what the basic essence to the story is going to be.

What does that mean. You mean basic idea of the story? Well i have not thought yet till now. I can't decide and write it.

So work thing around it and just write with something that fits best to the story that you have in mind. It can be murder cases, missing cases, a combination to both or maybe even a crime investigation case which they both happen to investigate on different levels. See what suits your story and what would be comfortable for you to play around with the story.
