Worst

I can't talk about before leap, but after the leap, I think Jagan is worse than Harjeet.
Atleast Harjeet does not harm his own family in the name of revenge.
Jagan is a loser who didn't even hesitate to kidnap his own daughter and cause harm to his own nieces.
Even though Pammi is his step daughter, Harjeet has never used her or Nihaal for that matter to take revenge.
He's just been a spineless moron and a terrible example of a husband and father ever since the leap.

I think they are at the same level. Harjeet before leap was just as bad. Probably worse. Jagan is equally evil and stupid. Both at the same time.

Both are equally evil. They both are the reason the rivalry between the Bajwas and the Pawaniyas never ended. And third-parties such as Mohini and Chander were able to gain in this rivalry. But I believe that Jagan is the worst between the two as on numerous occasions he has tried to hurt the members in his family. Trying to get Simran married to Chander (before leap), trying to sell her and Gunjan, framing Amba of having affair with Harjeet, kidnapping Babli and so forth. Harjeet made life miserable for his family members but Jagan tried to destroy the lives of his family members. Even though Preet and Simran both are at the Bajwa house, Harjeet himself never tried to torture them in the name of rivalry or revenge. So Jagan is the worst creature of the two.
