Gram Panchayats have been in existence in India since time immemorial and finds mention in the ancient texts as community involvement institutions. Few decades after India's independence...there were amendments in the Constitution in 1992...where a 3-tier system of democratic governance was introduced with Panchayats being recognized as a tier at the village level..and Sarpanch was made a constitutional post. It was more in tune with the Gandhian ideals of Gram Swaraj. Since then, there are elections for the position of a Sarpanch as well as the other Panchas (5 members are elected as Panchas and one of them is then made the Sarpanch- Head of the body) and not just the earlier way of nominating the eldest male of the village. The Sarpanch is actually the official link between the villagers and the government and the post has some well-defined powers. These days...the treasury, besides Sarpanch's salary, goes up to Rs. 15 Lakhs for various developmental works in the village. Swatch Bharat as well as Toilet Construction schemes involve the Sarpanch...and these developmental works are primary in his agenda. However, there are some very specific rules now with the composition of the Panchayat. First, the question of women's reservation. Membership of a Woman as one of the Panchas...has been recognized as well ensured by the States. Every Panchayat should have a woman member. I don't see any woman as one of the Panchas in the show. Why was there no woman till now?? Strange!! Second, the Panchayat has some quasi judicial powers as well...for very minor offences...matrimonial disputes, theft below a certain amount etc. The judicial powers of a Sarpanch are specified as well as limited. So, the YMMKD team must be very careful in handling Mukhi's justice dispensation authority. He has powers but quite limited. This is not a Khap Panchayat...but a legal body...so, they must be careful. Third, Mukhi has been shown to be a Presidential Awardee.. he needs to be a bit more visionary and in-tune with the government policies. Toilet Construction is one of the schemes for which villages have been receiving funds for the last decade and a half...its due to corruption and other aspects that the funds are not getting utilized. So, it does not go along the character of Mukhi...who is honest and upright village man...that he has no idea about the Government campaign of Toilet Construction in every nook and corner of India. It seems he was just waiting for Aru.😆😆😆 But as Isabel says, I am not taking away from the team...they are any day better than their contemporaries in terms of research...but they must now work seriously on character consistency.
