Rehabilitation and reformation only works if the criminal himself truely wants to change his/her behavior. You cant MAKE someone change their behavior unless they themselves want it for themselves. On the other hand, harsh punishment instills fear of commiting the crime in the first place. I definitely think harsh punishment would be a huge deterrent and that if someone were afraid of the consequences of their crime, they wouldnt commit the crime or would atleast think twice before commiting the crime.
